L’article 31 de la Llei 19/2006, de 23 de novembre, del Sistema Bibliotecari de les Illes Balears, estableix que el Govern de les Illes Balears ha de regular, amb l’aprovació prèvia del Consell de Biblioteques de les Illes Balears, els paràmetres bàsics de biblioteca pública. Aquests paràmetres constitueixen les bases per aconseguir un sistema bibliotecari coherent i eficient i la seva definició s’ha de fer seguint les recomanacions, directrius i normes emanades d’organismes nacionals i internacionals relacionats amb les biblioteques i la lectura pública.
